However, there are new developments and new changes in opportunities and challenges. To realize the Chinese Dream of national rejuvenation and adapt to profound changes of a kind unseen in a century, China's textile industry must deeply understand the new characteristics and changes of the internal and external environment, and enhance the awareness of opportunities and risks in order to achieve better development. (A) The basic framework of the "Outline and Guiding Opinions" The "Outline and Guiding Opinions" is composed of two interrelated parts, that is, the comprehensive outline and special report on science and technology, fashion, and green development. Its contents and logic are closely related to the "Outline for Building a Textile Power (2011-2020)" and the "13 th Five-year Development Plan for the Textile Industry". This "Outline and Guiding Opinions" consists of four parts. The first part introduces the development status and external environment, expounding the achievements and main problems existing in the "13 th Five-Year Plan" period (2016-2020), analyzes the development situation of the "14 th Five-year Plan" period (2021-2025), and forecasts the opportunities and challenges faced by the textile industry. The second part introduces the overall directions and development goals and formulates the "14th Five-year Plan" development goals or indicator system in a qualitatively and quantitatively manner. The third part introduces key tasks and key projects. The fourth part is safeguard measures, which focuses on the industry-specific measures to promote the effective implementation of the "Outline and Guiding Opinions", and put forward the policy demands and suggestions of industries and enterprises to the government during the "14 th Five-year Plan" period (2021-2025). (B) Key directions of the "Outline and Guiding Opinions" The "Outline and Guiding Opinions" clarifies the position of China's textile industry in the entire national economy during the "14 th Five-year Plan" period (2021-2025), namely, the pillar industry for national economic and social development, the basic industry that safeguard people's livelihood and beautify life, and the advantages industry in the field of international cooperation and integrated development. And the "Outline and Guiding Opinions" puts forward the long-term goal of the industry in 2035, that is, when China basically realizes a modern socialist country in 2035, China's textile industry aims to become the main driver of the world's textile technology, an important leader in the global fashion industry, and a powerful promoter of sustainable development.
